National Consultant – Strengthening Quality Management System – (2207810)

Objective of the programme

The World Health Organization has been providing technical assistance to the Government of the Peoples’ Republic of Bangladesh for developing and strengthening the country’s public health systems since 1972. The support provided by WHO to the Ministry of Health and Family Welfare covers a gamut of areas, including i) development of health-related policies; ii) generation of an evidence base for informed decision-making; iii) development of guidelines, norms, and standards; iv) capacity-building and strengthening the knowledge base and research; v) monitoring the country situation; vi) improving service delivery, and vii) overall strengthening of the health systems.

WHO Bangladesh is continuously providing technical support to the Government of Bangladesh in strengthening the medical product regulatory system in a view to achieving WHO Maturity level 3. The Directorate General of Drug Administration (DGDA), the national regulatory authority in Bangladesh, is responsible for ensuring the quality, safety, and efficacy of medical products. The DGDA’s National Control Laboratory (NCL) has achieved several accreditations including WHO prequalification. Based on the WHO HQ team’s formal assessment using WHO Global Benchmarking Tool in July 2021, DGDA is working to comply with the recommendations in order to achieve WHO maturity level 3 in terms of vaccine regulations. The objective of the position is to provide technical support to the Directorate General of Drug Administration for the establishment of fully functioning quality management system at DGDA.

Description of duties:

Under the overall supervision of Deputy WHO Representative Bangladesh and direct supervision by Technical Officer, Essential Drugs and other Medicines, the incumbent will:

  • Provide overall technical support to the Directorate General of Drug Administration regarding the implementation/strengthening quality management system at DGDA
  • To provide capacity strengthening training for QMS department, DGDA regarding QMS components including- management, documentation, internal & external audit, etc. in order to achieve ML 3 of DGDA
  • Provide technical support to ensure good documentation practice and archive management system
  • Collaborate with QMS department and support the development of relevant documentation of QMS (including SOPs/Guidelines) and provide training to the concerned departments and personnel /stakeholders regarding the developed procedures/documents
  • Support QMS department, DGDA in establishing communication systems for external and internal customers.
  • Develop a system for customer satisfaction and system for dispute/complaint handling/management.
  • Review all the developed procedures and documents of QMS department to achieve Maturity level 3 and provide technical input in alignment with the global practices of the Quality management system.
  • Provide technical support and assist QMS department to address the critical recommendations (e.g. Root cause analysis, KPI, competency matrix, risk management…. etc.) based on the last WHO formal assessment in July 2021.
  • Review the present system of archive management of DGDA, propose globally aligned, automated and well facilitated archiving management system and initiate the development. If required, collaborate with WHO IT consultant in the development of an internal archiving management database.
  • Perform any other responsibilities/functions assigned by the supervisor.

  3. Objective of the programme
  4. The objective of the programme is to deliver WHO Core functions at country level with a particular focus on the Organization’s directing and coordinating role for international health as expressed in the Constitution. The immediate Objective is to develop and sustain WHO as a flexible, learning Organization, enabling it to carry out its mandate more efficiently and effectively.

Description of duties:

Under the guidance of Administrative Officer of WHO Bangladesh and the direct supervision of the respective Head of Procurement, the incumbent performs the following duties:

  • Work with the Procurement Team of WHO Bangladesh Quarters to support in processing and managing all procurement requirements for goods and services of projects of WHO Bangladesh in a timely and efficient manner.
  • Assist in drafting bidding documents such as Invitation to Tender, Request for Quotations, Request for Proposals and Expression of Interests ensuring the compliance requirements of WHO.
  • Support in bid evaluation, price comparison and review process for supplier selection of WHO Bangladesh.
  • Perform Order Administrator function and responsibility in the Global Management System (GSM) of WHO which involves creation of Purchase Requisitions, reviewing and converting Request for Pricing Estimates (RPEs).
  • Support to maintain coordination with projects of WHO as well as Cox’s Bazar Emergency Sub-office in providing necessary procurement support with relevant procurement planning, updates and shipment delivery status etc.
  • Support to maintain communication and liaison with internal and external stakeholders including Regional Procurement Office, Global Service Centre (GSC), WHO Technical Officers and other contractual partners such as C&F agents, related Government officials on procurement and logistics tasks of all projects and updating status.
  • Ensure correctness with verification, certification and processing invoices of goods and services delivered to projects through WHO payment system.
  • Support to sourcing and updating vendor database of WHO Bangladesh, as and when necessary.
  • When necessary, prepare clearance authorization documents for importation and export of project consignments and arrange transportation ensuring cold chain requirements where applicable.
    Support to maintain procurement and shipment database and related information including e-repository of relevant procurement documents, manual filing of procurement documents where necessary.
  • Reviews obligating documents, checks them for completeness, and follows on missing information, ensures timely liquidation of obligations, undertakes reconciliation and prepares periodic reports, as required.
  • Using appropriate tracking tools, follow-up on and ensure that target dates and deadlines are met, and that correspondence and queries are responded to in a timely manner.
  • Perform other related duties and replace colleagues, as assigned by supervisor.

The purpose of recruitment of the human resources is to run the AMR surveillance activities smoothly and efficiently in sentinel sites as well as centrally at IEDCR. The team assistant will help in documentations.

  • Objective of the programme:
    The objective of the programme is to deliver WHO Core functions at country level with a particular focus on the Organization’s directing and coordinating role for international health as expressed in the Constitution. The immediate Objective is to develop and sustain WHO as a flexible, learning Organization, enabling it to carry out its mandate more efficiently and effectively.
    As part of strengthening the humanitarian development nexus, WHO and Ministry Of Health and Family Welfare signed an agreement to implement a Health and Gender Support project (HGSP) with the overall objective for WHO to manage the HGSP’s investments on building capacity with respect to: (i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors(including health care waste) at and beyond the health facilities; (iv)strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders within all Upazilas in Cox’s Bazar
    This individual will support the programme by providing technical support to the Civil Service Office and in close and consultation with Health and Gender Support Project Focal person at WHO Emergency Sub Office and the Head of Sub Office.
