Objectives of the Programme:

The objective of the programme is to deliver WHO core functions at the country level, with particular focus of the Organization’s directing and coordinating role for international work. Within this framework, activities include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO’s technical cooperation programmes at the country level.

The specific objective of the programme, based in Category 6, is to provide support in planning and management, including development of work plans, monitoring and implementation of WHO collaborative programmes in line with policies of the Organization and facilitation of all activities relating to partnerships, interagency coordination, donor relations and resource mobilization at the country level.

Description of Duties:  

Under the direct supervision of Deputy WHO Representative, and VVHO Representative and in close collaboration with the respective departments in Regional Office for South-East Asia (SEARO) and HQ, the incumbent will perform the following duties:

  • Coordinate planning and budgeting, including the development of work plans and related budgets for WCO projects in line with SEARO and WHO HQ guidance;
  • Lead the continuous monitoring and evaluation on programme implementation to ensure efficiency and effectiveness the collaborative programmes of WHO in Bangladesh, including the development of evaluation approaches and instruments in collaboration with WCO technical units to be used to assess project outcomes:
  • Coordinate the development of various written reports, documents and communications, e.g. donor reports, concepts notes, proposals, presentations, annual reports etc.
  • Coordinate technical support on monitoring and evaluation to WCO technical units and implementing partners, to ensure that monitoring and evaluations aspects are fully integrated into project activities;
  • Support the development, maintenance and utilization of an indicator database relevant to 1NCOs country programme, and provide support to WCO technical units to ensure that key project indicators are collected and reported in a timely manner;
  • In collaboration with WCO technical units, analyze and evaluate available data to ensure achievement of objectives and suggest remedial actions, when necessary
  • Introduce new approaches and methods in project monitoring and evaluation. Including development, application and promotion of relevant tools for monitoring and reporting activities in the project, following SEARO and WHO HO guidance;
  • Develop effective and proactive fundraising strategies, and ensuring systematic and planned approaches to government counterparts, other development partners, diplomatic missions;
  • Assess/evaluate the progress status of selected projects through field missions;
  • Research, write and edit information materials in support to resource mobilization activities;
  • Undertake any other assignments as may be requested or delegated by the supervisor.

Required Qualifications Education:

  • Essential: Advanced University Degree in social science, health science, public administration or related field from a recognized University.
  • Desirable: Post- Graduate training in Project management, public health or related field from a recognized University.

Experience:

  • Essential: At least 7 years of relevant experience in an international organization, including programme monitoring, reporting and evaluation including three years of international experience.
  • Desirable: Experience and knowledge of WHO mandate and goals. Fund raising experience for WHO and/or UN Agencies. Experience in conducting training.

Objectives of the Programme:

To support the health sector coordination office to fulfill its mandate through ensuring continuous engagement of the District and Sub-district Government health authorities in the planning and implementation of the humanitarian response.

Job Description: Under the overall guidance of the HSC and direct supervision of the Emergency Response Coordinator at Cox’s Bazar level; the Health Sector Field Coordinator will be responsible for following duties:

  • Support to maintain and improve emergency preparedness and response plans in consultation with WHO program sections, key partners and UN sister agencies involved in field coordination activities.
  • Support continuous, effective and strategic coordination, and ensure communication, consultation and liaison are maintained with relevant actors.
  • Support collaboration with WHO operations, other partners including UN agencies (IOM and UNHCR) and government counterparts (CiCs, Upzila Health Office and military).
  • Support to establish and maintain appropriate sector coordination mechanism including working groups/partnerships at field level.
  • Support in providing guidance to Health Focal points to carry out capacity and resource mapping of all current and potential health actors in the field.
  • Contribute to provide guidance and support to the Health Focal Points particularly during emergencies (for example landslides/flooding/ cyclones, others).
  • Support efforts to strengthen the humanitarian capacity of Health Camp Focal points.
  • Support in establishing/monitoring reporting and feedback mechanisms for Health Focal Points in order to monitor the health situation in the camps and plan appropriate response.
  • Support in design, delivery and coordination of training and simulation related to emergency preparedness, readiness and response as part of capacity development of partners.
  • Support in coordination of meetings with all relevant partners, producing and circulating minutes, related decisions and tracking the latter, and developing detailed “lessons learnt” reports, recommending improvement to current and future field operations when applicable.
  • Contribute to provision of inputs to communication and information products (Sitreps, outbreak bulletins etc.) as required.

Required Qualifications Education:

  • Essential: Medical Doctor (MBBS or equivalent) or Public health professional & Master of Public Health degree

Experience:

  • Essential: At least 5 years of professional experience in public health, including planning, implementation and management of field and national or sub national public health programmes.
  • Desirable: Experience of working in Health Emergency with UN agencies, other international organizations, or overseas public health systems.

Objectives of the Programme:

A Sexual and Reproductive Health and Newborn Care Specialist will be the focal point for WHO`s support for sexual and reproductive health and newborn care health activities in the camps for FDMNs, providing practical technical advice and oversight to ensure quality of care.

Job Description: Under the overall guidance of the WHO Representative in Bangladesh and the Lead, Health Operations and Technical Expertise, WHO Cox’s Bazar Office, Cox Bazar and direct supervision of the Health Operations and Technical Expertise lead, the incumbent will support. The Health Operations Lead and be the focal for WASH activities in the camps:

  • Assess the current situation in the camps of access for women to safe deliveries and new born care and identify the existing barriers for institutional deliveries.
  • Review and advice on the current referral system for emergency obstetric care
  • Collect and analyze data on maternal and child health from the government and partner agencies and advice on proper recording and reporting to optimize strategic information for short and medium term interventions to improve maternal, newborn and child health in the camps and host population.
  • Adapt existing national guidelines based on WHO/international references, for effective delivery of reproductive, maternal, neonatal, child and adolescent health, including family planning services to FDMN population.
  • Identify needs and promote development/revision/adaptation of minimum service delivery package for reproductive, maternal, neonatal, child and adolescent health and relevant to the national context.
  • Provide technical advice and support to health service providers for FDMNs and the host population on sexual and reproductive health, care of newborn.
  • Assist in monitoring and evaluation of sexual and reproductive health and newborn care health activities.

Objectives of the Programme:

The objective of the programme where the incumbent will work is to make water and sanitation in services resilient in face of climate and change with reduced risk of climate related disease and improved health protection in Bangladesh.

SUMMARY OF ASSIGNED DUTIES:

The incumbent will provide support through performing of the following duties (not limited to):

  • Build and develop the capacity of DPHE through, carrying out regular training needs assessment, developing training programme, producing training modules, developing a pool of master trainers, organizing and a conducting training courses and coalition of training related resource materials
  • Provide support to relevant government agencies in organizing and conducting dissemination and information exchange workshops on WASH, environmental health and climate change issues.
  • Facilitate and support the design, implementation and supervision of projects and research studies on WASH, environmental health and climate change issues to undertaken through WHO-DPHE-DGHS collaborative programme.
  • Contribute to the design and production of WSH related trainings, IEC and advocacy materials and the design and evaluation of WSH promotional campaigns
  • Provide support to the process of national scale up of water safety plans (WSP) including climate resilient WSP through guiding, training, monitoring and evaluation in rural and urban supplies.

Objectives of the Programme: To provide technical assistance to the government of Bangladesh in building capacity for routine immunization activities and surveillance for vaccine preventable diseases, aiming to increase access for safe immunization for all eligible age group, introduce new cost effective vaccines, respond public health emergencies, expand vaccine preventable diseases surveillance, sustain polio free status and measles elimination.

Job Description: Under the overall guidance of the Team Leader-IVD and the day-to-day supervision of National Professional Officer – Divisional Coordinator, the incumbent will perform the following duties:

  • Guide district health authorities in planning and implementation of vaccine preventable diseases control activities and expanded programme on immunization as per WHO quality standards and best practices;
  • Provide technical assistance for capacity building of divisional and district health staff to ensure quality implementation of vaccine preventable diseases control activities;
  • Monitor the quality of polio eradication activities including National Immunization Days and Acute Flaccid Paralysis (AFP) surveillance to ensure any importation of wild Polio virus is timely notified and contained and advise on corrective actions;
  • Monitor the quality of measles elimination and rubella control activities including surveillance of suspected measles cases, identity areas with low immunization coverage and susceptibility to measles and rubella outbreaks and initiate appropriate immunization response.
  • Advise district health staff in establishment of integrated vaccine preventable diseases surveillance activities;
  • Develop capacity of district health staff to collect timely and complete data on programme performance and data analysis to ensure timely corrective action;
  • Guide and assist mid-level managers in the appropriate response to vaccine preventable diseases outbreaks, including further investigation, disease control, and feedback to all levels involved in data collection;
  • Provide technical assistance in the education and social mobilization of health and family planning officials, NGO and lay persons regarding accelerated vaccine preventable disease control activities and new vaccine introduction. Undertake extensive travel, including travel to remote communities, to assist EPI programme monitoring and surveillance activities;
  • Provide technical assistance to district health authorities in planning, implementation and monitoring of maternal and child health activities including implementation and monitoring at community clinics
  • Provide technical support to district health authorities during emergency situations like flood, cyclones and other natural disasters and disease outbreaks in planning and monitoring of health relief activities in affected areas and also for investigation of emerging diseases outbreaks;
  • Work within the norms of WHO regulations maintaining a cooperative relationship with all concerned;
  • Submit monthly activity report to National Professional Officer – Divisional Coordinator
  • Perform any other related duties as assigned.

Required Qualifications Education:

  • Essential: MBBS / Medical Degree
  • Desirable: Master of Public Health or equivalent post graduate degree in Public Health / Community and Social Medicine / Child Health
